Strategic, not reactive Governance should guide the protocol's evolution over time, not respond to short-term market sentiment.
Protocol-level by default Key decisions such as fee structures, treasury policy, or new fund onboarding are made at the protocol level by $OLTA stakers.
Fund-level by exception Fund-specific governance (e.g., reweighting a single index) is possible, but only under tightly scoped, justified conditions, and may require IRT-linked eligibility to participate.
Safeguarded execution All decisions pass through timelocks and quorum thresholds, with transparent execution paths and optional veto or emergency delay systems.
